SEO on its own is a slow way to get traffic you can’t use. The pages rank, people arrive, and there’s nothing on the page that answers the question they searched. Or it does, and the enquiry goes into a form that emails nobody.

The ball gets dropped between getting found and getting chosen. An SEO company is paid for rankings. The web designer is paid for the site. Neither is paid for the moment someone lands, reads, and decides whether to call.
